The Ugandan police force has announced its intention to sell off the 9-seater 5XPEF/P180 Piaggio Avanti aircraft, which was purchased in 2019 for 28 billion shillings. Police spokesperson Fred Enanga disclosed this information during a guided tour of the aircraft at the police wing in Entebbe.
Enanga explained that despite the aircraft’s capacity to remain airborne for up to 8 hours and provide aerial support, it has failed to yield any positive outcomes since its acquisition. He cited its unsuitability for non-tarmacked runways, expensive mandatory inspections, insurance, and maintenance operations, which have rendered it inefficient and costly to operate.
Following this realization, the matter was brought to the attention of the Internal Affairs minister, who approved the disposal of the aircraft and the procurement of a new compatible helicopter. A board of survey inspected the aircraft on October 19, 2022, valuing it at $4.2 million. This valuation considered various factors such as depreciated replacement cost, technical condition, blue book values, and the cost of replacing expired parts.
Enanga emphasized that replacing the fixed-wing aircraft will enhance the Police Airwing’s operational capabilities in combating crime effectively. Several types of aircraft have been reviewed, taking into account manufacturers and operational requirements of the Uganda Police.
Contrary to rumors, the police clarified that the aircraft has not yet been disposed of, and the process will follow the Procurement and Disposal of Public Assets (PPDA) regulations. It is proposed that the Piaggio Avanti 11 Evo be replaced with a new-generation compatible aircraft through the trade-in procurement method, ensuring compliance with PPDA laws and regulations.
