The Leader of the Opposition, Joel Ssenyonyi, has raised concerns regarding the perceived selective enforcement of the law in the country, particularly in light of recent events involving Kitgum Woman MP Lillian Aber and Usuk County MP Peter Ogwang wearing army uniforms, which is prohibited by the UPDF Act. Ssenyonyi, who also serves as Nakawa West MP, has called on the government to address what he sees as inconsistent application of the law and a level of impunity, especially considering the imprisonment of NUP supporters for wearing party colors while others, including prominent figures like Minister of State for Sports Peter Ogwang, journalist Andrew Mwenda, and Sisimuka Uganda CEO Frank Gashumba, have seemingly faced no legal consequences for similar actions.
Speaking before Parliament chaired by Deputy Speaker Thomas Tayebwa, Ssenyonyi emphasized the need for individuals, such as those mentioned, who wear UPDF attire unlawfully to be prosecuted under the UPDF Act. He highlighted a growing trend of civilians donning military uniforms, expressing concern over the lack of legal action taken against them. Ssenyonyi pointed out the discrepancy in the treatment of NUP supporters jailed for wearing party insignia compared to others wearing military attire. He urged the government to address this issue of selective law enforcement.
However, Deputy Speaker Thomas Tayebwa defended Minister Peter Ogwang, stating that the attire worn was merely similar to UPDF uniforms. Prime Minister Robinnah Nabbanja informed Parliament that MP Lillian Aber had apologized, and the matter had been resolved, with UPDF spokesperson Felix Kulaigye confirming the arrest of the officer responsible for providing Aber with the uniform. Kulaigye stressed the importance of upholding military protocol and maintaining the distinction between civilian and military spheres, underscoring the necessity for compliance with regulations regarding the use of military attire by civilians to uphold the integrity of military institutions and respect civilian roles within society.
But why does the person who doesn’t belong to the UPDF puts on clothes that are similar to those of UPDF?
They ( UPDF) one time took actions on the people who even had dresses that were of the same colour as UPDF uniform but why leave minister Peter Ogwanga untouched?
