In an official address before parliament, Minister Frank Tumwebaze provided a comprehensive overview of the prevailing crisis concerning the outbreak of Foot and Mouth Disease within the cattle corridor. Ministry Tumwebaze, has identified a critical need for financial support amounting to 176 million US dollars to execute a comprehensive vaccination program aimed at safeguarding all animals suspected to be affected by this debilitating disease across the entire nation.
Minister Tumwebaze articulated that the current situation has led to the imposition of quarantine measures in 36 districts, with strict surveillance extended to neighboring districts deemed at high risk. The total susceptible animal herd requiring vaccination is estimated at 44 million, necessitating an annual stock of 88 million doses for the bi-annual vaccination exercise. Regrettably, due to budgetary constraints, only 1.1 percent of the targeted population can be accommodated, resulting in the recurrence of outbreaks.
Despite these challenges, Minister Tumwebaze expressed optimism about the forthcoming acquisition of 2.3 million vaccine doses in the coming months. He emphasized the importance of stakeholder discipline and compliance with quarantine protocols to swiftly contain the disease.
Addressing concerns raised by members of parliament, Minister Tumwebaze revealed that the Ministry is actively exploring the possibility of allowing farmers to procure vaccines independently. This potential initiative, however, awaits formal approval from the cabinet. Deputy Speaker Thomas Tayebwa, recognizing the gravity of the situation, has scheduled an update from Minister Tumwebaze on Thursday to keep parliament informed of the ongoing developments and decisions in this critical matter.
