The police have apprehended a 27-year-old man, identified as Ibrahim Musana, for distributing a video on TikTok in which he disparages the Kabaka of Buganda, a significant cultural figure, as well as the Buganda Kingdom and its Prime Minister, Charles Peter Mayiga. Fred Enanga, the police spokesperson, revealed that Musana, who resides in Kauga, Mukono, was detained by the Directorate of Crime Intelligence after his videos sparked widespread outrage on social media, particularly on TikTok.
Enanga explained, “The arrest was the culmination of investigations into a string of incidents involving hate speech, defamation of notable figures such as the Kabaka and the Katikkiro, and the dissemination of offensive content across various digital platforms.” The controversy began last week when Musana’s videos, filled with derogatory remarks towards the Kabaka and the Buganda Kingdom, surfaced online, leading to public condemnation.
Upon his arrest by the Crime Intelligence Unit, Musana was transferred to the Criminal Investigations Directorate. Here, he faces several charges, including the misuse of social media, hate speech, offensive communication, and promoting violence.
Enanga emphasized the gravity of the situation, noting, “The actions of Musana have deeply offended the Buganda community and beyond. Such behavior is not only disrespectful but also violates the country’s stringent laws against inciting violence, hate speech, and any form of offensive communication. These laws are in place to prevent the harmful consequences that such actions can have on society.”
The police spokesperson also made it clear that the authorities are committed to curbing the spread of hateful ideologies and will continue to take action against individuals who propagate hate against any group or individuals in Uganda, including both residents and visitors. The focus remains on maintaining respect, dignity, and peace within the community and ensuring that digital platforms are not used as tools for spreading division and hatred.
