Luuka’s Deputy Resident District Commissioner (DRDC), Mr. Paul Waiswa, also known as Bwenibwamwiko, is facing strong criticism for allegedly assaulting a young man named Abudallah Kisige.
In a video circulating on social media, Mr. Waiswa can be seen slapping a young man sitting on a motorcycle. The incident happened at a washing bay in Kiyunga Town Council, Luuka district, where Mr. Waiswa had taken his vehicle to be cleaned.
Reports suggest that the washing bay had a car washing machine donated by a local legislator to create job opportunities for young men. Allegedly, when the machine broke down, the young men sought other ways to earn a living, which angered Mr. Waiswa.
As a result, Mr. Waiswa appeared before the disciplinary committee at the Office of the President in Kampala on Tuesday, March 5, 2024. In a letter signed by Hajji Yunus Kakande, the Secretary of the Office of the President, Mr. Waiswa was suspended from his duties as Deputy Resident District Commissioner, with immediate effect.
The letter directed Mr. Waiswa to surrender his office, government vehicle, and any other government property, pending further investigation. Additionally, he was instructed to provide a written defense regarding the allegations outlined in Mr. Kisige’s complaint within a fortnight, failing which his case would be forwarded to the Reward and Sanction Committee of the Office of the President for further disciplinary action.
This incident, currently under police investigation, has cast a shadow on public service ethics and is deemed a violation of Section (F-r) of the Uganda Service Standing Orders (2021).
The incident has raised concerns about ethics in public service and is being investigated by the police. Mr. Waiswa’s past aggressive behavior has also come under scrutiny.
