The parliamentary committee on rules, privileges and discipline has excused the Deputy Speaker Thomas Tayebwa from appearing before the committee to give his side in the ongoing disciplinary proceedings against Mityana municipality MP Francis Zaake.
On 29th November 2022 Francis Zaake stood up on the floor seeking a resolution of parliament on the abduction of former presidential candidate Kabuleta Joseph and other NUP supporters and amidst his submission the speaker asked him to sit down and Zaake declined which prompted the deputy speaker to suspend the house for five minutes and then after he sent him to the committee of rules, privileges and discipline.
While continuing with the investigations on the matter the vice chairperson of the committee Charles Onen noted the deputy speaker Thomas Tayebwa will not appear before the committee because all what they could require from him was captured in the video and on answered and so the committee will use that as evidence.
The chairperson’s revelation shocked the Lord Mayor Erias Lukwago and his client Francis Zaake who had attended the committee proceedings.
Erias Lukwago noted that if the complanant is not allowed to appear before the committee then there is no case they accusing his client noting that even the committee has failed to highlight any rule which he violated.
Francis Zaake noted that the leadership of parliament is just trying to witch hunt him and also to destroy his name.
Zaake also added that they have also wasted his time and his money in the matters which are not serious.
The chief opposition wghip Joihn Baptist Nambeshe who has been today’s witness noted that there was no reason for the deputy speaker to send Francis Zaake to the disciplinary committee since all the grievances between the two parties where settled during the five minutes when the deputy speaker suspended the house.
Nambeshe further added that he was shocked when he had the deputy speaker directing Francis zaake to the committee of rules when the house resumed and yet they had settled the matter in his chambers.
