The yesterday shooting at Gwanda Mall in Kisenyi Parish, Kampala Central, on June 3rd, 2024, has not only sent shockwaves through the local community but also raised significant questions about public safety, security protocols, and law enforcement response in urban Uganda. The incident, which occurred at approximately 6 PM, involved a security guard and a suspect in what rapidly escalated into a violent confrontation.
The Prism learnt that, Kalyebi Ismail, a security guard attached to SGA, was on duty at Gwanda Mall when he identified and attempted to apprehend Katongole, whom he suspected of criminal activity. The ensuing struggle saw Katongole overpowering Ismail, prompting the latter to resort to using his firearm. Ismail shot Katongole in the waist, effectively disabling him. This drastic measure underscores the intense pressure and potential danger security personnel face when dealing with suspected criminals.
Upon receiving information about the shooting, the territorial police units of Muzaana and Old Kampala promptly responded to the scene. Their swift action ensured that Katongole, who sustained a gunshot wound to the stomach, was evacuated to Mulago Hospital for urgent medical attention. The police’s immediate and efficient response is commendable, highlighting their readiness to handle emergency situations and provide necessary medical intervention to victims.
The police have been diligent in their investigative efforts. CCTV footage from the mall has been retrieved to aid in the reconstruction of the event, providing crucial visual evidence that will help determine the exact circumstances leading to the shooting. This step is essential for ensuring transparency and accuracy in the investigation, as it will offer an unbiased account of the incident.
The situation is complicated by the fact that Kalyebi Ismail is currently on the run. This has necessitated a manhunt, with police urging the public to provide any information that could lead to his capture. The fugitive status of Ismail not only hampers the investigation but also poses additional safety concerns for the community.
The shooting has understandably caused considerable distress among the residents of Kampala, particularly those who frequent Gwanda Mall. Public spaces, especially commercial centers like malls, are expected to be safe environments. An incident of this nature disrupts the perceived safety and can have broader implications for public confidence in local security measures.
ASP Luke Owoyesigyire, the Deputy Public Relations Officer of Kampala Metropolitan Police, has been proactive in addressing these concerns. He has called for calm and assured the public that the police are doing everything in their power to apprehend the suspect and prevent similar incidents in the future. This reassurance is vital in maintaining public order and preventing panic.
