The government has presented a loan request of 446.7 billion shillings to be obtained from Standard Chartered Bank for the construction of the Kitgum-Kidepo road. Amos Lugoloobi, the Minister of State for Finance, Planning, and Economic Development responsible for Planning, introduced the request during today’s plenary session.
Speaker Anita Among emphasized the government’s efforts to enhance tourism roads nationwide to bolster revenue generation in the sector. However, she expressed apprehension regarding the prolonged approval process for the loan, which has spanned over a year and a half, resulting in the accumulation of fees such as commitment fees.
Acknowledging these concerns, Attorney General Kiryowa Kiwanuka explained that delays sometimes stem from the necessity for additional information to ensure efficiency.
Musa Ecweru, the Minister of State for Works, highlighted the challenge posed by outdated road designs resulting from the delays.
Lugoloobi outlined an assessment of the loan acquisition process, approval procedure, and subsequent implementation and performance evaluation, raising significant concerns.
Speaker Among referred the proposal to the Committee on National Economy for thorough consideration.
