The Government of Uganda, is embarking on a transformative journey to relocate Luzira Prison from its current location in Kampala to Buikwe district. This decision comes as part of a broader initiative to modernize the country’s infrastructure and address security concerns associated with having a maximum-security prison in the heart of the city.
In a letter dated July 10, 2022, President Museveni expressed his support for a proposal presented by the Tian Tang Group to redevelop Luzira Prison into a luxurious five-star hotel and conference center, while also facilitating the relocation of the prison to a new site identified by the government. This visionary approach not only aims to enhance the tourism and hospitality sector but also prioritizes the safety and security of citizens by moving the prison away from densely populated urban areas.
According to Internal Affairs Minister Kahinda Otafiire, the Uganda Prisons Service (UPS) has identified land spanning 3.5 square miles in Buikwe district for the relocation project. Out of this area, UPS has agreed to purchase one square mile for the construction of the new prison facilities. This strategic decision reflects a meticulous planning process aimed at ensuring the seamless transition of operations while maximizing the utilization of available resources.
However, the relocation process is not without its challenges. Otafiire highlighted a legal impasse stemming from the ownership of the land earmarked for the new prison site. The family of the late Antonio Lutwama Kabogoza, who owned the land, has encountered difficulties in processing letters of administration since the late individual’s passing in 1928. Despite this hurdle, the family has expressed willingness to sell their interest in the land to UPS, paving the way for the realization of the relocation project.
In light of these developments, Minister Otafiire has extended an invitation to the Attorney General and the Administrator General for a consultative meeting scheduled for March 6, 2024. The objective of this meeting is to review the legal aspects surrounding the land acquisition process and address any potential objections or proposals raised by relevant stakeholders.
The proposed relocation of Luzira Prison to Buikwe district represents a significant milestone in Uganda’s efforts to modernize its infrastructure and enhance public safety.
