The State House Anti-Corruption Unit (SH-ACU) has released a statement concerning the allegations made by Irene Nalwoga in a widely circulated video, where she accused government institutions of conspiring with land grabbers. Contrary to her claims, the SH-ACU has clarified that Nalwoga’s land purchase was, in fact, from fraudulent sellers.
In the video that captured the attention of many on social media, Nalwoga expressed her distress over her land at Bugiri, Kiwulure in Katabi Town Council, Wakiso District, being encroached upon and her house demolished without compensation by Dr. Sylvia Alinaitwe Tumuhairwe. Nalwoga voiced her frustrations over the lack of support from police, the SH-ACU, and the courts, attributing her plight to the influence and wealth of those she was up against.
However, the SH-ACU’s findings, detailed in a document dated 14 February 2024, paint a different picture. According to their investigation, Nalwoga acquired a piece of land measuring 50ft by 100ft in January 2021 from Ms. Alapo Barbra, who had purchased it from Kyagaba Charles, a subject of ongoing SH-ACU investigations for land fraud.
The conflict emerged when Dr. Sylvia Alinaitwe Tumuhairwe claimed ownership of the same land, backed by a certificate of title for the encompassing 1.16 acres. The SH-ACU highlighted that the land transaction between Nalwoga and Barbra was conducted without approval from the Administrator General or local authorities, rendering it illegal under Section 35 1(a) of the Land Act.
Further complicating matters, a land sale agreement presented by Barbra and Nalwoga to Mr. Kasujja David, the chairman of LC1 Bugiri, Kiwulure village, was rejected due to the dubious legitimacy of the land’s sellers.
Upon reviewing the case, the Director of Public Prosecutions (DPP) found no evidence of misconduct by the Kisubi Police Station officers, whom Nalwoga had accused of negligence.
The SH-ACU has therefore advised that Nalwoga’s grievances, being civil in nature, would be more appropriately addressed through the court system, dispelling her allegations of government collusion in her land dispute. This clarification aims to shed light on the complexities of land transactions and the importance of legal diligence in such matters.
